BIG STONE GAP -- Elgia E. Phillips, 84, of the Irondale Community, died Wednesday, Dec. 16, 1998, in Holston Valley Hospital and Medical Center.
He was a lifelong resident of Big Stone Gap, a retired heavy equipment operator with the Stonega Coke and Coal Company, with over 20 years of service, and a member of the UMWA District No. 28, Local No. 1405. He was of the Baptist faith.
Survivors include his wife, Rose Stanley Phillips; four daughters, Bobbie Hensley, Spencer, N.C., Thelma Phillips and Geraldine Blair, both of Big Stone Gap, and Sherrie Russell, Kingsport; a sister, Marie Rogers, Big Stone Gap; 11 grandchildren; 12 great-grandchildren; three great-grandchildren; and several nieces and nephews.

She was a lifelong resident of Washington County and a member of Central Baptist Church.
Survivors include her husband, Cecil Roark, Abingdon; two sons, Randy Allen Roark and Michael Dean Roark, both of Abingdon; a stepdaughter, Sheryl Lynn Wyatt, Virginia Beach, Va.; her mother, Juanita Webb Gobble, Bristol Virginia; her father, Cecil Gobble, Bristol Virginia; a sister, Judy Ketron, Bristol Virginia; and seven grandchildren.

Earl C. Stuart, 64, of 104 Ridgedale Drive, Bristol, Tenn., died Tuesday, Dec. 15, 1998.
He was a native of Washington County, Va., a retired road salesman for Mitchell Powers Hardware Company and a charter member of Eastern Heights Presbyterian Church, where he served as a deacon, youth worker and Sunday School Superintendent. He was a U.S. Army veteran.
Survivors include his wife, Mrs. Annie Vance Stuart; three daughters, Mrs. Michael (Gail) Hollon, Abingdon, Mrs. John (Debbie) Durham, Bristol Virginia, and Mrs. Becky Riley, Bristol Tennessee; a son, Kelsey Stuart, Lebanon, Tenn.; three sisters, Jamie Burnett, Bristol Virginia, Frances "Tootsie" Black, Palmyra, Tenn., and Mrs. Sam (Shirley) Jackson, Kewanee, Ill.; a brother, Wilbur Stewart, Bristol Tennessee; and six grandchildren.

WINTER HAVEN, Fla. -- Mrs. Margaret McKee Toal, 81, died Monday, Dec. 14, 1998, in Meadows at Garden Grove.
She was a native of Bedford County and a homemaker.
She was the widow of her husband, Arthur McKee.
Survivors include her husband, Harry Toal; three sisters; two granddaughters, Margi Colley and Vicki McKee, both of Bristol Tennessee; and a great-grandson.
Funeral services will be held Friday in the Raus Community of Bedford County.

Ruth Virginia Garrett Vance, 86, of Grand Court, Bristol, Virginia, died Tuesday, Dec. 15, 1998, in Bristol Regional Medical Center.
She was a native of Damascus and had made her home in Bristol most of her life.
She was a charter member of Airport Christian Church, Blountville, and an elder emeritus of the church. She was retired from Parks-Belk Company.
Survivors include her husband, Walter Warren Vance Sr.; a daughter, Nancy Vance Kent, Radford; a son, Walter Warren Vance Jr., Kingsport; three sisters, Frieda Houston, Piney Flats, Edna Barnes, Blountville, and Beatrice Bosemer, Louisville, Ky.; two granddaughters; two great-grandchildren; and several nieces and nephews.

Ethel N. Waters
WESTFIELD, Ind. -- Ethel Wanda Nash Waters, 83, formerly of Wise, died Monday, Dec. 14, 1998, in Lakeview Health Care, Indiana.
She was a 1935 graduate of Johnston-Willis School of Nursing, Richmond.
She was a retired RN, serving as public health nurse in Richmond from 1965-1985, an RN for Dr. George Waters, from 1992-1995, and also served as a private duty nurse in the suburban area of Indianapolis.
She was the widow of George Waters Sr.
Survivors include a son, Dr. George Waters Jr., Westfield; a daughter, Teri K. Walker, Lexington, S.C.,; three sisters, Trula Skeen and Helen Mayo, both of Wise, and Ruble Stevens, Richmond; five grandchildren; and several nieces and nephews.
