He was born March 3, 1928, in Highgate Falls, son of the late James and Alma (Greenia) Beyor.

Growing up, he was an avid fan of baseball, playing in an area league for many years. He would often speak of his favorite major league player "The Splendid Splinter" Ted Williams. He was also an avid hunter, spending many a deer season hunting that elusive white tail, with family and friends.

Phelos served honorably in the U.S. Army after being drafted for service during the Korean War (1950-1952). He was stationed at the Supreme Headquarters Allied Powers Europe (S.H.A.P.E.) in Paris, France, where he drove staff car for General D. Eisenhowers' Aide-De-Camp. Phelos was very well known in The local area for his "Green Thumb." Folks came from miles around to sample his vegetables, tomatoes being his favorite. He astounded us with his knowledge about gardening. In his later years, he found great enjoyment fishing, his flower gardens and spending time with his grandchildren. Everyone seemed to know Phelos and vice versa. This was evident by his friendly greeting, smile and wave of his hand as he shopped at the local stores.
