HARRIET C. WEBER

High Falls, N.Y. - For the last 44 years, Harriet C. Weber, 85, of Old Clove Road, High Falls has selflessly devoted her life to developing Emergency Medical Service (EMS) Systems throughout Ulster County. After succumbing to her third bout of cancer, Harriet passed away on Wednesday, December 19, 2001 at Benedictine Hospital in Kingston. She was born April 12, 1916 in Brooklyn, a daughter of the late Thomas and Caroline Garner Walsh. She and her husband, William, and their two sons, William and Frederick, moved to High Falls in 1946. Their two daughters, Jeri and Caroline were born later in Kingston Hospital. The Weber's farmed the land and eventually established a small printing firm called High Falls Press. Although Harriet's husband died in 1965, she continued to run the business until 1996. In 1958, Harriet called for an ambulance for her mother. She was shocked when, instead of an ambulance, a hearse arrived to take them to the hospital. That moment changed emergency medical service in Marbletown and Ulster County forever as Harriet vowed to remedy the situation. In 1961, Harriet was instrumental in the formation of Rondout Valley First Aid and Rescue Squad which later became the Marbletown First Aid Unit, where she held many offices including president. Harriet became one of Ulster County's first certified Medical Emergency Technicians (MET-now known as EMT Emergency Medical Technician) and became the first New York State MET instructor in Ulster County. She went on to become an instructor for the American Red Cross's Advanced First Aid and Emergency Care course in addition to Cardiopulmonary resuscitation. In 1966, the Ulster County Ambulance Association was established to promote emergency medical services in Ulster County. Harriet has served as its president for the past 31 years. Throughout her many years of service Harriet constantly worked to improve her level of training and continuously dedicated hours toward improving Emergency Medical Services. In 1967 Harriet attended Dutchess Community College where she took a 40-hour course Care of the sick and injured. In 1971 Harriet attended CW Post College in Long Island, to become a New York State Department of Health Instructor Coordinator. This was the first such course offered by New York State. Through Harriet's effort Ulster County became involved in the Hudson Valley Regional Emergency Medical Services Council of which she became a charter member in 1968. As a member, Harriet has served as Disaster Coordinator, chairman of the Basic EMT Protocol Committee, Public Relations Chairman, chairman of the Training Committee and President. She additionally served as a delegate to the Ulster County Medical Advisory Committee and the Hudson Valley Regional EMS council representing Ulster County. Harriet served as the delegate to the NYS Emergency Medical Services Council and served as an alternate up until her death. She was a past president, treasurer, a charter member for Horizon's Critical Incident Stress Debriefing Team and Ulster County EMS Coordinator. She had administered care on well over 2000 ambulance calls with Marbletown First Aid Unit. Being almost totally blind for the last four years has barely slowed her down. Her presence has been felt in Ulster County, the Hudson Valley and in the state Capital. Harriet has receive many awards for her dedicated service. A partial list of Awards include: 1995 New York State Commissioner of Health's Award of Excellence in Emergency Services Activities; 1995 State of New York Citation from Governor George Pataki; letters from President Clinton and First Lady Hillary Clinton acknowledging her contributions to society; declared a New York State Lady of Distinction by Senator John Bonacic for 2001; 1967 and 1983 Citizen of the year for the Rondout Valley Lions Club; 4/18/82 declared Harriet Weber Day by the New York State Department of Health and Ulster County Legislature; 4/19/82 WKNY Citizen of the Day; 1990 Legislative Resolution; 3/3/1990 Ulster County Ambulance Association dinner to honor Harriet Weber and have the High Falls Training Center Building renamed the Harriet Weber High Falls Training Center; and 1990 & 2000 Pride of Ulster County Award from Ulster County Legislature. Harriet Weber was the leader of many. "Mom", as her students and colleagues will always know her, was the role model that so many aspire to be. She was a devoted parishioner of Christ the King Episcopal Church, a member of the High Falls Fire Company and the Socially Correct Club. She is survived by her daughters, Jeri Weber of High Falls, Caroline Harrow of Livingston Manor; two sons, William of Santa Domingo, Calif., and Frederick Weber of Charlotte, N.C.; three grandchildren; and several nieces and nephews; She was predeceased by a brother, Thomas Walsh; and a sister, Margaret Foster.
