Slusher, William Madison (Bill)

William Madison "Bill" Slusher, who guided Bell County schools from 1942 to 1978, died Tuesday at his Clear Creek home, apparently of a heart attack. He was 80.

Slusher was instrumental in consolidating Bell County schools and laying the groundwork for the construction of Bell County High School, which was completed after he retired. As superintendent, he also helped establish county vocational education programs and vocational schools.

"I always found that Mr. Slusher was an honorable and a good administrator. He brought Bell County out of the dark ages of one-room school houses into consolidated schools, " said Middlesboro furniture businessman Dewey Morgan.

Slusher also was instrumental in keeping the county's tax rate under control so taxpayers were not overburdened, he said.

Morgan said that Slusher, a Republican, heavily influenced Bell County politics during his heyday.

"You seldom ran for any office if you didn't have his blessing, I'll say that, " Morgan said.

Dr. David C. Asher, a Pineville physician and a former member of the state and Pineville school boards, described Slusher as "the educator of Bell County."

"He was a political powerhouse, but he didn't use his politics for his own glory. He used it for the school system -- to promulgate good education, " Asher said.

"He kept in mind the children of Bell County."

Slusher's influence in education extended beyond Bell County public schools.

He had been on a committee that established vocational education guidelines for state schools. He was a former member of the board of directors of Southeast Community College and Henderson Settlement Mission in Bell County. He also was a former Union College trustee and a former president of the Upper Cumberland Superintendents Association and the Upper Cumberland and Bell County education associations.

Slusher was born Aug. 8, 1907, in Bell County.

He graduated from Pineville High School in 1927 and from Union College in 1931. While at Union, he played football and basketball.

He was inducted into Union's Athletic Hall of Fame last fall and had been named an outstanding alumnus of the college.

Slusher did graduate work at the University of Kentucky and received a master's degree from what is now Eastern Kentucky University.

He taught in rural Bell County schools and at Corbin High School early in his career. He was superintendent of Lone Jack Independent Schools at Fourmile for six years in the 1930s. He later was principal of Bell County High School and an assistant Bell superintendent.

While Bell school superintendent in the 1940s, he ran unsuccessfully for state superintendent of public instruction.

Slusher helped organize Bell County's first 4-H council and was twice its president. He helped establish the Bell County Volunteer Fire Department.

He was a member of the Pineville Water Commission and the Pineville-Bell County Community Development board at his death. He attended Pineville First Baptist church and was president of the its men's Bible class.

He was a former president of the Union College Alumni Association and the Pineville Kiwanis Club.

Slusher received several awards over the years. He once was named Man of the Year by the Pineville Rotary Club and received an honorary doctor of laws degree from Cumberland College.

After retirement he remained active as president of the Bell County and Upper Cumberland retired teachers associations.

Slusher is survived by his wife, Flossie Sharp Slusher; two sons, Dr. Murph Madison Slusher of Winston-Salem, N.C., and William Wade Slusher of London; five grandchildren; and two step-grandchildren.
