BOLIVAR, W.Va. - Fred Foss, 82, of Spring Street, died Sunday, April 23, 2000, at Jefferson Memorial Hospital in Ranson, W.Va.
Born June 17, 1917, in Washington, D.C., he was the son of the late Verner Frederick Sr. and Mary Foss.
He was a retired bus driver for Metro in Washington, D.C.
He was a member and greeter at Bolivar United Methodist Church.
He was a member of Loyal Order of Moose Lodge 1856, Suitland, Md.
He is survived by his wife, Thelma Foss; a daughter, Mary Panetta of Bowie, Md.; a son, Freddie Foss of Bowie; two stepdaughters, Nancy Camp of Frederick, Md., and Rosa Knox of Gaston, S.C.; a stepson, William Baker of LaPlata, Md.; 10 grandchildren and three great-grandchildren.
He was preceded in death by a stepdaughter, Phyllis Baker.
Services will be Thursday at 11 a.m. at Bolivar United Methodist Church. The Rev. James K. Hamrick will officiate. Burial will be in Brownsville Heights cemetery in Brownsville, Md.
The family will receive friends Wednesday from 7 to 9 p.m. at Eackles-Spencer Funeral Home, 970 Washington St., Harpers Ferry, W.Va.
Ellsworth L. Spring
GREAT CACAPON, W.Va. - Ellsworth Lee Spring, 73, of Great Cacapon, died Monday, April 24, 2000, at his home.
Born Sept. 15, 1926, in Cumberland, Md., he was the son of the late Lee Hamil and Mildred Munson Spring.
He was a crane operator for International Operating Engineers Union in Baltimore, retiring in 1986.
A veteran of World War II, he served in the U.S. Navy. His decorations included the Pacific Theater Ribbon.
He attended Calvary United Methodist Church in Great Cacapon.
He was a member of American Legion Post 60.
He is survived by his wife, Louise Spriggs Spring; four daughters, Susan D. Hardesty of Baltimore, Dawn Marie Kyne of Berkeley Springs, Roxanne L. Spring of Martinsburg, W.Va., and Debbie A. Weaver of Great Cacapon; and eight grandchildren.
Services will be Thursday at 2 p.m. at Mount Nebo cemetery in Great Cacapon. Steve Dawson will officiate. Burial with military honors by Tri-State Honor Guard will follow.
A viewing will be held at Hunter-Anderson Funeral Home today from 2 to 4 p.m. and 7 to 9 p.m.

Norris B. Groves
MARTINSBURG, W.Va. - Norris Blaine Groves, M.D., 76, of Martinsburg, died Monday, April 24, 2000, at City Hospital in Martinsburg.
Born Jan. 20, 1924, in Gassaway, W.Va., he was the son of the late Albert and Della Faye Workman Groves.
He was a graduate of West Virginia University and Jefferson Medical College in Philadelphia.
He was a retired family physician who had practiced in Martinsburg. In 1968, he founded and obtained funding for Eastern Panhandle Training Center, and served as chairman of the board of directors. In 1999, the center was renamed Dr. N.B. Groves Work Center.
A veteran of World War II, he served in the U.S. Navy.
He was a member of Trinity Episcopal Church.
He was a member of Berkeley County Board of Education and West Virginia Board of Education.
He was the physician for Martinsburg High School football team, General Motors and Charles Town Race Track.
He was a member of West Virginia School Building Authority; Secondary Activities Commission; Region 9 Planning and Development Council; WVSAC Board of Appeals; a member and past president of Martinsburg-Berkeley County Chamber of Commerce; a member and first district president of Rotary International; and was honored as a Paul Harris Fellow.
He was a board member of Suburban National Bank; Old National Bank; One Valley Bank; American Red Cross; Kings Daughter's Hospital; and City Hospital.
He was a member of the American Academy of Family Physicians and the American Academy of General Practice.
He volunteered at the Martinsburg/Berkeley County Health Department.
He was a member of Eastern Panhandle Comprehensive Health Planning Agency; a 4-H volunteer; and a member of Exhausted Roosters.
He was named 1999 Berkeley County Citizen of the Year. In 1998 Gov. Cecil Underwood honored him with the Distinguished West Virginian Award. He was honored in 1998 by the Mountaineer Alumni Association; and in 1999 he received the West Virginia University James McCartney Alumni Award, among other awards.
He is survived by his wife, Joan Hardin Groves; three daughters, Deborah Groves of Charlotte, N.C., Carolyn Groves and Nancy Bowers, both of Martinsburg; three sisters, Mary Lou McCune of Martinsburg, Patricia Stewart of Morgantown, W.Va., and Eleanor Stedman of Maryland; a brother, Albert Groves of Grafton, Ohio; a granddaughter; nieces and nephews.
A memorial service will be held Thursday at 10 a.m. at Trinity Episcopal Church. The Rev. Jack T. Sutor Jr. will officiate.

Raymond L. Tinsman
DENTON, Texas - Raymond Leroy Tinsman, 73, of Denton, and formerly of Martinsburg, W.Va., died Wednesday, April 26, 2000, at City Hospital.
Born Aug. 19, 1926, in Berkeley County, W.Va., he was the son of the late Bernard C. and Annie Virginia Thomas Tinsman.
He retired in Barboursville, W.Va., after working with B&O, C&O and CSX Railroads.
He was a U.S. Army veteran, serving in the Korean War.
He is survived by his wife of 51 years, Frances Elizabeth Sanders Tinsman; one daughter, Holly Ann Sias of Branchland, W.Va.; one brother, Willard Tinsman of Martinsburg; two granddaughters and one grandson.
He was preceded in death by one sister, Anna Mae Whittington; and three brothers, Elwood Tinsman, Clyde Tinsman and Delmar Tinsman.
Services will be Saturday at 3:30 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. Thomas L. Tennis Sr. will officiate. Burial will be private.

Ira W. Keesecker
HEDGESVILLE, W.Va. - Ira W. "Ary" Keesecker, 83, of Hedgesville, died Wednesday, April 26, 2000, at his home.
Born Oct. 25, 1916, in Berkeley County, W.Va., he was the son of the late Jacob W. and Virgie G. Kauffman Keesecker.
He was a retired farmer.
He was a member of Providence Bible Church.
He is survived by his wife, Betty Ruth Kerns Keesecker, whom he married
Oct. 17, 1960; and one son, Bruce David Keesecker, at home.
Services will be Saturday at 1 p.m. at Johnsontown Bible Church, Route 9, in Hedgesville. Pastors Jack Rudy and Dan Dugan will officiate. Burial will be in Johnsontown Bible Church cemetery.

Nancie A. Kirkpatrick
HARPERS FERRY, W.Va. - Nancie A. Allan Kirkpatrick, 83, of Shannondale, died Friday, April 28, 2000, at Winchester Medical Center in Winchester, Va.
Born April 24, 1917, in Michigan, she was the daughter of the late Robert and Anna Vivian Allan.
She was a homemaker.
She was a Protestant.
She was a former member of Shannondale Club.
She is survived by her husband of 60 years, Lewis C. Kirkpatrick; a daughter, Christie A. William of Encino, Calif.; two sons, Richard A. Kirkpatrick of Poolesville, Md., and Kenneth A. Kirkpatrick of Daytona Beach, Fla.; a sister, Marjorie Brown of Pasadena, Calif.; eight grandchildren; and four great-grandchildren.
She was preceded in death by a daughter, Neeta A. Sheetz, Jan. 2, 1986.
Services will be held Friday at 11 a.m. at Melvin T. Strider Colonial Funeral Home, 310 Fairfax Blvd., Charles Town, W.Va. Burial will be in Edge Hill cemetery in Charles Town. The Rev. Wyman Hall will officiate.
