HARPERS FERRY, W.Va. - Florence Brackett Payne, 75, of Harpers Ferry, died Monday, Jan. 31, 2000, at Jefferson Memorial Hospital in Ranson, W.Va.
Born Oct. 19, 1924, in Millville, W.Va., she was the daughter of the late Robert Thomas and Georgia Mae Wilt Brackett.
She was preceded in death by her husband, Hunter Elgin Payne.
She was a member of Chestnut Hill United Methodist Church.
She is survived by a niece, Deborah K. Brackett of Harpers Ferry; a nephew, Donald E. Brackett Sr. of Harpers Ferry; a great-niece; a great-nephew; and two great-great-nephews.
Private services and burial will be at the convenience of the family.
Arrangements are by Eackles-Spencer Funeral Home, Harpers Ferry.
Lacie L. Staubs
INWOOD, W.Va. - Lacie LaTell Staubs, 94, of Inwood, died Monday, Jan. 31, 2000, at City Hospital in Martinsburg, W.Va.
Born Oct. 18, 1905, in Jefferson County, W.Va., she was the daughter of the late George L. and Cora Virginia Hawn Fraley.
She was a graduate of Shepherdstown (W.Va.) High School; and Shepherd College.
She was a member of Trinity United Methodist Church.
She was a former volunteer at City Hospital; a Red Cross volunteer; a member of Pikeside Home Extension Club; Senior Citizens; Shepherd College Alumni, and Retired Teachers Association.
She is survived by two sons, Harry L. Staubs of Torrance, Calif., and Gerald Staubs of Inwood; one sister, Lavetta Fraley of Shepherdstown; seven grandchildren; 12 great-grandchildren; and two great-great-grandchildren.
She was preceded in death by a son, James M. Staubs; and a sister, Sarah Isabelle Fraley.
Services will be Thursday at 11 a.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. G. Edward Grove will officiate. Burial will be in Rosedale cemetery.
The family will receive friends today from 7 to 9 p.m. at the funeral home.

William A. Coates Sr.
RIPPON, W.Va. - William Allen "Bill" Coates Sr., 66, of Rippon, died Tuesday, Feb. 1, 2000, at Jefferson Memorial Hospital in Ranson, W.Va.
Born Aug. 10, 1933, in Loudoun County, Va., he was the son of the late Charles Lewis and Mary Rudeford Coates.
He attended school in Leesburg, Va.
He retired in 1988 after 37 years as a supervisor with the Multi-Craft Shop at the National Institutes of Health in Bethesda, Md.
A veteran of the U.S. Army, he served during the Korean War.
He was of the Episcopal faith.
He was a member of Malta Masonic Lodge 80 A.F. & A. M. in Charles Town, W.Va., and a 32nd Degree Mason, Scottish Rite.
He is survived by his wife of 38 years, Delores P. Penwell Coates; two daughters, Kondra Barron of Rippon and Carolyn Coates of Winchester, Va.; three sons, James D. Coates of Harpers Ferry, W.Va., William Coates Jr. and Randolph Coates, both of Loudoun County, Va.; four sisters, Audrey Barnhart of Frederick, Md., Mary Coates of North Carolina, Pauline Coates of Leesburg and Bessie Baker of Florida; two brothers, Ralph Coates and James Coates, both of Loudoun County; 10 grandchildren; one great-grandchild; nieces and nephews.
He was preceded in death by one sister, Marilee Coates; and three brothers, Andrew Coates, Roy Coates and Charles Coates.
Services will be held Thursday at 2 p.m. at Melvin T. Strider Colonial Funeral Home, 310 Fairfax Blvd., Charles Town. The Revs. Carroll Williams and David Wood will officiate. Burial will be in Pleasant View Memory Gardens in Martinsburg, W.Va.

MARTINSBURG, W.Va. - Sarah Louise Gletner, 68, of Martinsburg, died Monday, Jan. 31, 2000, at Winchester (Va.) Medical Center.
Born March 15, 1931, in North Mountain, W.Va., she was the daughter of the late Ernest Faye and Helen Elizabeth French Moore.
She was preceded in death by her husband, Elmer Earl Gletner.
She was a member of Allensville Church of the Brethren in Hedgesville.
She is survived by two daughters, Carolyn Gatrell and Tracey Potts; one son, Kelly Gletner; and four grandchildren.
She was preceded in death by a sister, Alice Rose Moore.
Services will be Thursday at 2:30 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. Charles W. Green will officiate. Private burial will be in Rosedale cemetery.

HEDGESVILLE, W.Va. - Virgil Dale Evans, 24, of Route 2, died Tuesday, Feb. 1, 2000, at City Hospital in Martinsburg, W.Va.
Born Feb. 13, 1975, in Winchester, Va., he was the son of Virgil H. Evans of Hedgesville and Charlotte Bowser Evans of Falling Waters, W.Va.
He was a graduate of Musselman High School.
He was a member of First Baptist Church in Inwood, W.Va.
He was a member of Back Creek Valley Volunteer Fire Dept.
In addition to his parents, he is survived by his stepmother, Mary Evans of Hedgesville; his stepfather, Gary Ludwig of Falling Waters; one sister, Michelle Huffman of Bunker Hill, W.Va.; two stepsisters, Brenda Dunlap of Hedgesville and Barbara Dunlap of Texas; three nieces and two nephews.
Services will be Thursday at 4 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg. Pastor Tim Butler will officiate. Burial will be in Paynes Chapel cemetery in Ridgeway, W.Va.

Mary E. Stout
MARTINSBURG, W.Va. - Mary Evelyn Stout, 94, of Martinsburg, died Tuesday, Feb. 1, 2000, at Heartland of Martinsburg.
Born Nov. 24, 1905, in Tomahawk, W.Va., she was the daughter of the late Edgar N. and Ella Hedges Wood.
She was preceded in death by her husband, Fred S. Stout.
She had owned and operated grocery stores with her husband in Pikeside and Bedington, W.Va.
She was a member of Winchester Avenue Christian Church and taught Sunday school at Pikeside United Methodist Church.
She was a member of Pikeside Home Demonstration Club and was a Red Cross volunteer.
She is survived by one daughter, Mary Stout Williams of Martinsburg; one son, Fred W. Stout of Martinsburg; three grandchildren, Gary Brown, Mike Stout and Steve Stout; five great-grandchildren; and two great-great-grandchildren.
She was preceded in death by one brother, Herbert Wood; and one grandson.
