He graduated from Marshall University and was a member of Sigma Phi Epsilon fraternity. He graduated from West Virginia University School of Law and was a member of Mountain.
He practiced law in Martinsburg.
An officer in the U.S. Army, he was stationed in Korea.
He was a member of Trinity Episcopal Church in Martinsburg, taught Sunday school, served on the vestry and played Santa Claus.
He was a member of Martinsburg Rotary Club, past president; Martinsburg Jaycees, past president; Martinsburg-Berkeley County Chamber of Commerce; Berkeley County Bar Association, past president; West Virginia State Bar; and former Martinsburg City attorney and municipal judge.
He is survived by his wife of 39 years, Mary Jo Kiser; three children, Martha Kiser Williamson, Emily Parris Phaup and Charles Arlen Kiser Jr.; five sisters, Blanche Artis, Joyce Carey, Jerry Chambers, Joanne Kinder and Paulene Roberson; and two grandchildren.
A memorial service will be held today at 3 p.m. at Trinity Episcopal Church in Martinsburg.
After the service, a reception will be held at the home of Martha and Brandt Williamson for family and friends.

CHARLES TOWN, W.Va. - Terry Allen Cogle, 31, of 302 Oak Tree Court, died Monday, Oct. 11, 1999, at Jefferson Memorial Hospital in Ranson, W.Va.
Born April 13, 1968, in Ranson, he was the son of Judy Cogle Howell of Charles Town.
He was a central supply clerk at Rose Hill Nursing Home in Berryville, Va.
He was of the Methodist faith.
In addition to his mother, he is survived by two sisters, Faith Jackson of Harpers Ferry, W.Va., and Stephanie Howell of Charles Town; a brother, Christopher Howell of Charles Town; a niece; his foster parents, Don and Cecelia White of Harpers Ferry; and a close friend, Thomas Smith of Charles Town.
He was preceded in death by his grandparents, Frank and Ada Cogle.
Services will be Friday at 2 p.m. at Chestnut Hill United Methodist Church in Harpers Ferry. The Rev. Bruce Singhas will officiate. Burial will be in Chestnut Hill cemetery in Harpers Ferry.
The family will receive friends today and Thursday from 7 to 9 p.m. at Eackles-Spencer Funeral Home, 970 Washington St., Harpers Ferry.
James E. Senseney
CHARLES TOWN, W.Va. - James Ellsworth Senseney, 86, of Charles Town, died Monday, Oct. 11, 1999, at his home.
Born April 20, 1913, in Catharpin, Va., he was the son of the late William E. and Sarah Rollins Senseney.
He was a graduate of Haymarket (Va.) High School.
He owned and operated Western Auto Store in Charles Town.
A veteran of World War II, he served in the U.S. Army Air Corps.
He was a member of Zion Episcopal Church, and served on the vestry.
He served on the Town Council of Charles Town.
He was a member of the Bank of Charles Town board of directors; Jefferson County Izaak Walton League of America; Jefferson County Chamber of Commerce; Henry Kyd Douglas Camp Sons of Confederate Veterans; was chairman of Charles Town-Ranson Retail Merchants Association; treasurer of the Jefferson County Ministerial Association; and an honorary member of South Jefferson Ruritan Club.
He is survived by his wife of 52 years, Elizabeth Modisett Senseney; two daughters, Rene Senseney Lowe of Shepherdstown, W.Va., and Martha Ellen Senseney of Los Angeles; two sons, William E. Senseney and James M. Senseney, both of Charles Town; two sisters, Mary S. Kline of Manassas, Va., and Sara S. Hagedorn of Warrenton, Va.; five grandchildren; nieces and nephews.
Services will be Thursday at 11 a.m. at Zion Episcopal Church, Charles Town. The Rev. John W.T. Weise will officiate. Burial will be in Edge Hill cemetery in Charles Town.

HEDGESVILLE, W.Va. - Clara Viola Householder, 91, of Hedgesville, died Monday, Oct. 11, 1999, at City Hospital in Martinsburg, W.Va.
Born Jan. 27, 1908, in Morgan County, W.Va., she was the daughter of the late Henry Elder and Alice Virginia Albright Bowers.
She was preceded in death by her husband, Jacob Daniel Householder.
She was a homemaker.
She was a member of Snyders Bible Chapel, taught Sunday school and was church treasurer.
She was a member of Ladies Aid.
She is survived by two sons, Edward Daniel Householder and Roger Vernon Householder; a sister, Alice Mae Kesecker of Berkeley Springs, W.Va.; a brother, Alva Ellis Bowers of Hedgesville, three grandchildren; eight great-grandchildren; nieces and nephews.
She was preceded in death by three sisters, Mary Amanda Risinger, Emma Jane Weigle and Ada Florence Bowers; and six brothers, Jacob Henry Bowers, Charles Chester Bowers, Thomas Alfred Bowers, George William Bowers, Roy Raymond Bowers and John Russel Bowers.

SUMMIT POINT, W.Va. - Peggy Ann Reedy Hinton, 65, of Summit Point, died Sunday, Oct. 10, 1999, at Jefferson Memorial Hospital in Ranson, W.Va.
Born March 14, 1934, in Charles Town, W.Va., she was the daughter of the late Percy and Janie White Reedy.
She was a homemaker.
She was a Protestant.
She was a member of Sharpsburg American Legion Ladies Auxiliary for 40 years.
She is survived by her husband of 49 years, E. Donald Hinton; one daughter, Donna Kay Hinton, at home; and one brother, Donald Reedy of Charles Town.
She was preceded in death by a sister, Geraldine Ruffner; and a brother, Eugene Reedy.
Graveside services will be Wednesday at 11 a.m. at Middleway Masonic cemetery, Middleway, W.Va. The Rev. Charles Frum will officiate.
