He was retired. He formerly was employed at Charles Town Races and with the West Virginia State Department of Highways.
He served in the U.S. Navy.
He was a member of Martinsburg Lodge No. 120, Loyal Order of Moose; Newton D. Baker Post No. 896, VFW; and Berkeley Post No. 14, American Legion.
He is survived by his wife, Erma Bodkin Carter; two sons, Michael H. Carter of Hagerstown and Anthony Carter of Delaware; two stepdaughters, Connie Simmons of Martinsburg, W.Va., and Patricia Britton of Inwood; five grandchildren; four great-grandchildren; and three sisters.
Services will be private. Burial will be in Arlington National Cemetery.

Vernon T. Henry
BERKELEY SPRINGS, W.Va. - Vernon Thomas Henry, 83, of Berkeley Springs, died Monday, June 14, 1999, at Winchester (Va.) Medical Center.
Born Feb. 27, 1916, in Morgan County, W.Va., he was the son of the late Thomas Moody and Leona L. Miller Henry.
He attended Whisner School in Berkeley Springs.
He worked with Henry Gray Logging Co. He retired as a wet belt operator from U.S. Silica, in 1981 after 38 years. He was a farmer.
He served in the U.S. Army during World War II.
He was a member of Francis Asbury United Methodist Church, Berkeley Springs.
He was a member of Webster B. Harrison American Legion Post No. 26, Hancock; and Loyal Order of Moose Lodge No. 1483, Berkeley Springs.
He is survived by his wife of 63 years, Ada Frances Yost Henry; two daughters, Phyllis Jean Smith and Sandra L. McCoy, both of Berkeley Springs; a son, Vernon Garrison Henry of Asheville, N.C.; 10 grandchildren; 10 great-grandchildren; nieces and nephews.
He was preceded in death by three sisters, Mary Shirley Leckliter, Virginia Henry and Anna Bohrer Souders; a brother, Webster Irvin Henry; and a foster sister, Verdie Bohrer.
Services will be Thursday at 2 p.m. at Helsley-Johnson Funeral Home, 306 Union St., Berkeley Springs. The Revs. Kelly L. Scott and Glenn F. Stevens Sr. will officiate. Burial with military honors by the Tri-State Honor Guard will be in Bethel Cemetery, Route 522 South, Berkeley Springs.
The family will receive friends today from 2 to 4 p.m. and 7 to 9 p.m. at the funeral home, with a Loyal Order of Moose service at 7 p.m. The funeral home will be open today from 9 a.m.

Bonnie J. Anderson
MARTINSBURG, W.Va. - Bonnie J. Anderson, 50, of Martinsburg, died Thursday, June 10, 1999, at Johns Hopkins University Hospital, Baltimore.
Born July 9, 1948, in Rockford, Ill., she was the daughter of Gunhild Carlson VanSickle Schilling of Rockford, and the late Arthur VanSickle.
She was a member of Crossroads Community Church.
She was a member of International Association of Foresters.
In addition to her mother, she is survived by her husband, Marcus C. Anderson; one son, Marcus L. Anderson at home; one step-daughter, Christina Marie Anderson of Lansing, Mich.; two step-sons, Franklin R. Anderson and Robert V. Anderson, both of Canton, Ohio; three sisters, Donna Hubble of Rockton, Ill., Jo Anne VanSickle and Mary Lou Fertitta, both of Rockford; and six step-grandchildren.
She was preceded in death by one sister, Penny Cook.
Funeral services will be held Thursday at 10 a.m. at Sundberg Funeral Home, Rockford. Burial will be in Arlington Memorial Park Cemetery, Rockford.

Beatrice N. Hackett
BERKELEY SPRINGS, W.Va. - Beatrice Nied Hackett, 66, of Berkeley Springs, died Friday, June 11, 1999, at his home.
Born April 3, 1933, in Saint Louis, she was the daughter of the late Charles and Rose Evans Nied.
She held a Ph.D. in Anthropology.
She was a member of Saint Vincent dePaul Catholic Church in Berkeley Springs.
She is survived by her husband, Clifford P. Hackett, whom she married Sept. 6, 1954; three daughters, Nancy Kirby of Leesburg, Va., Carole Katinas of Washington, D.C. and Claire Adams of Arlington, Va.; five sons, Andrew Hackett, Christopher Hackett, Roger Hackett and Peter Hackett, all of Washington, D.C. and David Hackett of Sterling, Va.; a sister, Dorothy Nied of Washington, D.C.; 11 grandchildren; nieces and nephews.
Funeral Liturgy will be celebrated Monday at 11 a.m. at Saint Vincent dePaul Catholic Church, Berkeley Springs. The Rev. John S. Ledford will be celebrant.

William D. Rude Sr.
FALLING WATERS, W.Va. - William Douglas Rude Sr., 46, of Falling Waters, died Friday, June 11, 1999, at Washington County Hospital.
Born May 27, 1953, in Camden, N.J., he was the son of Priscilla Sachse Rude of Falling Waters and the late E. Douglas Rude.
He was a 1971 graduate of Martinsburg High School; and a 1975 graduate of West Virginia University.
He was a sergeant at the Maryland Correctional Training Center.
He was a member of Harmony United Methodist Church.
He was a member and past master of Berkeley Lodge No. 37, AF & AM; a member of Lebanon Chapter No. 2, R.A.M.; and past patron of Hedgesville Chapter No. 67, Order of the Eastern Star.
He dedicated much of his life to scouting. As a youth in Troop 16, he achieved the rank of Eagle, attended a National Jamboree; and hiked at Philmont. As an adult, he was scoutmaster of Troop 16 and assistant scoutmaster of Troop 13. In addition, he was an assistant scoutmaster of a National Jamboree Troop and assisted on many council activities. In recognition for his efforts, he was honored with the Statuette Award from Shenandoah Area Council and was presented the Vigil Honor by Shenshawpotoo Lodge of the Order of the Arrow.
In addition to his mother, he is survived by his wife, Deborah Dean Rude; two sons, William Douglas Rude Jr. and Matthew E. Rude, both at home; and two brothers, Barry R. Rude of Falling Waters, W.Va. and Karl R. Rude of Columbus, Ohio.
Services will be Monday at 11 a.m. at Harmony United Methodist Church. The Rev. Ray Roberson will officiate. Burial will be in Rosedale Cemetery with masonic graveside services by Berkeley Lodge No. 37, AF & AM.
All master masons will meet at the Lodge Hall at 10 a.m. on Monday before going to the services.
The family will receive friends today from 7 to 9 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg, where Hedgesville Chapter No. 67, O.E.S. will conduct a memorial service at 7 p.m.
