KEARNEYSVILLE, W.Va. - Albert E. Rascicot, 78, of Kearneysville, died Thursday, Feb. 25, 1999, at his home.
Born Dec. 17, 1920, in Canada, he was the son of the late Albert E. and Marie Rose Rascicot.
He retired from Childrens Hospital in Boston.
He is survived by his wife, Arvella Unger Rascicot; a daughter, Sally Halpem of West Warehouse, Mass.; two sons, Robert Rascicot of Keystone Heights, Fla. and Albert Rascicot of West Bridgewater, Mass.; two stepdaughters, Una A. Cummings of Winchester, Va. and Agnes Elliott of Gerrardstown, W.Va.; four stepsons, Charles Mobley of Gerrardstown, Max Mobley of Winchester, Samuel Mobley of Summit Point, W.Va. and Thomas Mobley of Greensprings, W.Va.; 12 grandchildren; eight great-grandchildren; 24 stepgrandchildren; and 23 step-great-grandchildren.

Orpha L. Cook
CHARLES TOWN, W.Va. - Orpha Lee Cook, 72, of Charles Town, died Saturday, Feb. 27, 1999, at her home.
Born July 18, 1926, in Jefferson County, W.Va., she was the daughter of the late Jacob and Lillian Ott Miller.
She was of the Methodist faith.
She worked a clerical position with Hallmark Stores.
She is survived by her husband, John Henry Cook; a daughter, Diane Bogden of Charles Town; a son, Mike Cook of Ranson, W.Va.; a sister, Corinne Miller of Charles Town; a brother, Kenneth Miller of Charles Town; three grandchildren; a stepgrandson; and a step-great-granddaughter.
She was preceded in death by a daughter, Sandra Sue Cook; and a sister, Elsie Bennett.

Russell C. Pape
WARDENSVILLE, W.Va. - Russell C. Pape, 80, of Wardensville, died Friday, Feb. 26, 1999, at Veterans' Affairs Medical Center, Martinsburg, W.Va.
Born May 6, 1918, in Wisconsin, he was the son of the late Christian and Clara Sorenson Pape.
He retired from Harnischfeger, Inc.
He served on the Milwaukee Narcotics Squad as a detective; fire and rescue for the Wisconsin State Fair speedway; and was a union steward at Harnischfeger.
He served with the U.S. Army in the Asian Theater in World War II; he was a member of the First Cavalry Division; and served on General Douglas MacArthur's Honor Guard. He also served in the Korean War.
He is survived by his wife, Gladys Pellmann Pape; two daughters, Marilyn Volland of Greenfield, Wis. and Christie Miller of Warminster, Pa.; two stepsons, Richard Thomas and Robert Thomas, both of Winchester, Va.; a sister, Irene Smith of Wisconsin; a brother, Melvin Pape of Wisconsin; 10 grandchildren; and two great-grandchildren.
A memorial service will be held in April in Greenfield, Wisconsin.

Paul H. Fansler
MARTINSBURG, W.Va. - Paul H. Fansler, 73, of Martinsburg, died Friday, Jan. 29, 1999, at Johns Hopkins Hospital, Baltimore.
Born April 24, 1925, in Martinsburg, he was the son of the late John R. and Pearl Hensley Fansler.
He was a retired engineer from C & P Telephone Company.
He served as a U.S. Merchant Marine during World War II.
He was an active member of Trinity United Methodist Church, where he was a scout master of Boy Scout Troop 25.
He was a member of Telephone Pioneers; and Senior Citizens Center.
He is survived by his wife, Frances M. Herrell Fansler; a son, Todd Fansler of Martinsburg; a brother, John R. Fansler Jr. of Martinsburg; a grandson; and two nephews.
Services will be Tuesday at 11 a.m. at Brown Funeral Home, 327 W. King St., Martinsburg. Dr. G. Edward Grove will officiate. Burial will be in Pleasant View Memory Gardens.
The family will receive friends Monday from 7 to 9 p.m. at the funeral home.
Thomas E. Viands
CHARLES TOWN, W.Va. - Thomas Earl Viands, 84, of Charles Town, died Thursday, Jan. 28, 1999, at Integrated Health Services of West Virginia in Charles Town.
Born Sept. 13, 1914, in Jefferson County, W.Va., he was the son of the late Thomas Jefferson and Annie Longerbeam Viands.
He was preceded in death by his wife, Susan Jane Howell Viands, in 1981.
He was a retired residential construction worker.
He served with the U.S. Army, during World War II.
He was of the Episcopal faith.
He is survived by a daughter, Debra V. Springer of Middleway, W.Va.; four sons, Ted W. Viands of Kearneysville, W.Va., Steven C. Viands of Vienna, Va., Marvin E. Viands and Loring E. Viands, both of Charles Town; a sister, Ada Howell of Shepherdstown, W.Va.; a brother, James Melvin Viands of Harpers Ferry, W.Va.; 12 grandchildren; and seven great-grandchildren.
He was preceded in death by a sister, Eva Thomas; two brothers, Preston Viands and Louis Viands; and two grandchildren, Jason Robinson and Jeremy Viands.
Services will be Monday at 11 a.m. at Melvin T. Strider Colonial Funeral Home, Charles Town. Burial will be in Edge Hill cemetery, Charles Town.
The family will receive friends Sunday from 7 to 9 p.m. at the funeral home.
Philip T. Porterfield Jr.
CHARLES TOWN, W.Va. - Philip Terrill Porterfield Jr., 83, of Charles Town, died Thursday, Jan. 28, 1999, at Jefferson Memorial Hospital, Ranson, W.Va.
Born March 5, 1915, in Charles Town, he was the son of the late Philip Terrill and Mollie Moore Porterfield.
He was a graduate of Charles Town High School; and the University of Kentucky.
He was a self-employed public accountant for many years in Charles Town. Prior, he was the first CEO of Blakeley Bank in Ranson.
He was the first vice-president, trust officer and member of the board of directors at the Bank of Charles Town; he also served as commissioner of accounts in Jefferson County, W.Va.
He served with the U.S. Army, during World War II.
He was a member of Zion Episcopal Church, Charles Town.
He was past treasurer of Jefferson County American Red Cross; past treasurer of Zion Episcopal Church, where he served on the church vestry; past treasurer and member of the Board of Trustee's of Powhatan School in Boyce, Va.; a member of Charles Town Kiwanis Club; and a member of Jackson-Perks American Legion Post 71 in Charles Town.
He is survived by his wife, Mary Burdett Porterfield, whom he married
July 27, 1946; two daughters, Susan P. Golladay of Stephens City, Va., and Virginia "Jinks" P. Crawford of Bridgeport, W.Va.; a son, Philip T. Porterfield III of Charles Town; a sister, Anne Green Porterfield Saunders of Charles Town; a brother, Gunnell H. Porterfield of Charles Town; and seven grandchildren.
He was preceded in death by a sister, Virginia "Jinks" Porterfield Williams.
A memorial service will be Monday at 11 a.m. at Zion Episcopal Church, Charles Town. The Rev. James Chambly will officiate. Burial will be in Zion Episcopal Church Yard cemetery, Charles Town.
There will be no visitation.
