She was a homemaker and worked at Potato-Puff Factory in Greencastle, Pa.
She was of the Methodist faith.
She is survived by three daughters, Bessie Cross of Washington, D.C., Hilda Guiton and Helen Carter, both of McKeesport, Pa.; four sons, Cecil Allen of McKeesport, Pa., Walter Allen of Washington, D.C., George Allen of Kearneysville, W.Va., and Henry Allen of Charles Town; and grandchildren.
She was preceded in death by one daughter, Sarah Allen; one son, James A. Allen; two brothers, Jim Twyman and Harry Twyman; and one half-sister, Delsie Gowens.
Services will be Saturday at 11 a.m. at Zion Baptist Church in Charles Town. The Rev. Abner Carey Jr. will officiate. Burial will be in Pleasant View Memory Gardens in Martinsburg, W.Va.
The family will receive friends at Jefferson Chapel Funeral Home in Ranson today from 7 to 8 p.m.
Clarence E. Kearns Jr.
MARTINSBURG, W.Va. - Clarence E. "Ike" "Butch" Kearns Jr., 80, of Martinsburg, died Wednesday, April 14, 1999, at City Hospital.
Born Dec. 29, 1918, in Berkeley County, W.Va., he was the son of the late Clarence E. Sr. and Bertha Mae Custer Kearns.
He was preceded in death by his wife, Anna Louise Pfarr Kearns.
He was retired from B & O Railroad.
A veteran of the U.S. Army, 85th Infantry, he was a prisoner of war during World War II. He received the Purple Heart and Bronze Star.
He was a member of Otterbein United Methodist Church.
He was a member of Newton D. Baker Post 896 of Veterans of Foreign Wars.
He is survived by one son, Gary W. Kearns of Reston, Va.; two sisters, Margaret Parkinson of Martinsburg and Jane Kaetzel of Chewsville; and a close friend, Mary Frances Mussetter.
He was preceded in death by a brother, Jack H. Kearns.
Services will be Saturday at 11 a.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. William C. Crowe will officiate. Burial will be in Rosedale cemetery with services by Newton D. Baker Post 896 VFW and Berkeley Post 14, American Legion.
The family will receive friends today from 7 to 9 p.m. at the funeral home.
Earle P. Bisher
SHEPHERDSTOWN, W.Va. - Earle Pardee Bisher, 78, of Shepherdstown, died Thursday, April 15, 1999, at his home.
Born June 7, 1920, in Kingston, Pa., he was the son of the late Earle Eugene and Mildred Mae Harrison Bisher.
He was a graduate of Kingston (Pa.) High School and Clemson University in Clemson, S.C. He did graduate work at Penn State.
A registered professional chemical engineer, he worked as a consultant in charge of water quality control for West Virginia. He worked for the Environmental Protection Agency and was a founding member of a team responsible for writing water quality standards for the United States. He was chief chemical engineer of wastewater treatment with NASA at Cape Canaveral, Fla., and an international inspector for worldwide astronaut tracking stations for Pan American Airways.
He was a veteran of the U.S. Army Air Corps, serving in World War II.
He was a member of Christ United Methodist Church in Charleston.
He was a member of American Association of Chemical Engineers; Merritt Island (Fla.) Masonic Lodge; Scottish Rite Masons; Bahia Shrine in Orlando, Fla.; a past member of Shepherdstown Town Council and was active with DeMolay, where he was awarded the Honorary Legion of Honor.
He is survived by his wife of 56 years, Mary Lenore Pace Bisher; one son, Dr. Paul Harrison Bisher II of Shepherdstown; one daughter, March Ann Bisher of Shepherdstown; one sister, Elizabeth J. Cooley of Clearwater, Fla.; and three grandchildren.
He was preceded in death by a brother, Paul Harrison Bisher.
A memorial service will be announced.
There will be no visitation.

MARTINSBURG, W.Va. - Kathryn V. Foster, 87, of Martinsburg, died Tuesday, April 13, 1999, at Winchester (Va.) Medical Center.
Born July 11, 1911, in Martinsburg, she was the daughter of the late Lewis E. and Daisy Virginia Cline Barley.
She retired as a clerk for the federal government in Washington, D.C.
She was a member of St. John's Lutheran Church.
She is survived by a son, Gordon C. Whitacre Jr. of Manassas, Va.; a sister, Josephine Baum of Martinsburg; two grandchildren; and four great-grandchildren.
She was preceded in death by a sister, Loretta Favil.
Services will be Saturday at 1 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg. The Rev. James D. Riley Jr. will officiate. Burial will be in Rosedale cemetery.
The family will receive friends Saturday from noon to 1 p.m. at the funeral home.
Esther E. Rollins
MARTINSBURG, W.Va. - Esther E. Rollins, 91, of Martinsburg, died Monday, April 12, 1999, at City Hospital.
Born July 9, 1907, in Manassas, Va., she was the daughter of the late Frederick W. and Marie Ann Evelyn Walker Rollins.
She was a member of Trinity United Methodist Church.
She was a retired secretary and office manager for Harris Motor Express.
She was preceded in death by one sister, Inez H. Rollins.
Services will be Thursday at 11 a.m. at Brown Funeral Home in Martinsburg. G. Edward Grove will officiate. Burial will be in Rosedale cemetery.

Robert L. Hurt
CHARLES TOWN, W.Va. - Robert L. Hurt, 81, of Charles Town, died Monday, April 12, 1999, at Oakwood Heritage Center Hospital in Taylor, Mich.
Born June 4, 1917, in Gibbs, Tenn., he was the son of the late James Calhoun and Mary Willie Stanley Hurt.
He was preceded in death by his wife, Elizabeth Whitby Hurt, in 1994.
He retired in 1980 from Excello Corp. in Detroit, Mich.
He was of the Baptist faith.
He was a member of the Headquarters Camp Sons of the Confederacy in Hattiesburg, Miss., and the Masonic Lodge in Detroit.
He did restoration work on the Confederate Memorial in Elmwood cemetery in Shepherdstown, W.Va.
He is survived by one daughter, Elani H. Baird of Silver Spring, Md.; three sons, Robert G. Hurt of Canton, Mich., Gary M. Hurt of Romulus, Mich. and Bey L. Hurt of Tecumseh, Mich.; one brother, Leon Hurt of Garden City, Mich.; nine grandchildren; and eight great-grandchildren.
He was preceded in death by one sister, Ethel Davenport; and one brother, James H. Hurt.
Graveside services will be Saturday at 11 a.m. in Elmwood cemetery, Shepherdstown.
There will be no visitation.
