William F. Jackson

CHARLES TOWN, W.Va. - William Francis "Bill" Jackson, 67, of Tuscawilla Hills, died Tuesday, Dec. 15, 1998, at Jefferson Memorial Hospital in Ranson, W.Va.

Born March 7, 1931, in Jefferson County, W.Va., he was the son of the late William F. and Nora Elizabeth Owens Jackson.

He was a graduate of Charles Town High School.

He was employed with Peoples Security-Monumental Life Insurance Cos. since 1980 as an insurance agent. Prior to that he was employed with U.S. Steel Co., Millville, W.Va., and Powhatan Brass and Iron Works Co., Ranson. He also was a police officer for the cities of Ranson and Berryville, Va.

He was of the Methodist faith.

He was a member of Jackson-Perks American Legion Post 71, Charles Town; VFW Memorial Post 3522, Charles Town; and Loyal Order of Moose Lodge 948, Charles Town.

He served in the U.S. Air Force during the Korean and Vietnam wars.

He is survived by his wife of 19 years, Viola "Vi" Jenkins Jackson; three daughters, Amber M. Jackson at home, Elaine M. Long of California, and Crystal Robin Gray of Harpers Ferry, W.Va.; three sisters, Julia Martin, Agnes Anderson and Edna Gifft, all of Ranson; and five grandchildren.

He was preceded in death by two sons, Rodney V. Shiflett and Jack A. Shiflett; and one brother, Philip M. Jackson.

Funeral services will be held Friday at 11 a.m. at Melvin T. Strider Colonial Funeral Home, Charles Town. The Rev. Richard E. Neal will officiate. Burial will be in Edge Hill cemetery, Charles Town.

The family will receive friends today from 6 to 9 p.m. at the funeral home.

Memorial contributions may be made to the American Heart Association, 7272 Greenville Ave., Dallas, TX 75231-4596.

Norbert A. Parker

BERKELEY SPRINGS, W.Va. - Norbert Allen Parker, 85, of Berkeley Springs, died Tuesday, Dec. 15, 1998, at his home in Berkeley Springs.

Born Sept. 2, 1913, in Monroeville, Ind., he was the son of the late Albert Randolph and Iva Evelyn Steele Parker.

He was a 1931 graduate of Northside High School, Fort Wayne, Ind.; and a 1936 graduate of Indiana University, Bloomington, Ind, where he was a member of Delta Chi National Social Fraternity.

He served in the Merchant Marine as an officer and purser during World War II.

An international geologist during the last years of the British Raj of the Iraq Petroleum Co., he worked in the Near East, Middle East and the United States.

He was co-inventor of an electrical treater for crude oil emulsions and a natural gas dehydrator. He was instrumental in founding Electrofrac Corp. of Kansas City, Mo., and Carpco-Kewanee of Jacksonville, Fla., where he was an officer and on the board of directors.

He was employed with the U.S. Geological Survey, Department of Energy, at posts in Pakistan and Bangladesh.

He was of the Protestant faith.

He was a member of Alderton-Dawson American Legion Post 60 in Berkeley Springs.

He skated with figure skating clubs and bobsledded. He built and sailed his own sailboat and was a licensed land and sea pilot.

From 1986 through 1996, he was maitre d' of Treetop Restaurant at Coolfont Resort in Berkeley Springs.

He is survived by his wife of 57 years, Genevieve Kathryn Hickman Parker; two daughters, Jacquelyn S. Propst of Martinsburg, W.Va., and K. Brooke Parker of Unger; and a grandson.

He was preceded in death by a brother, Stuart Lowell Parker.

Memorial services will be Wednesday, Dec. 30, at 11 a.m. at Helsley-Johnson Funeral Home, 306 Union St., Berkeley Springs, with military honors by Tri-state Honor Guard. Burial will be private.

Virginia P. Williams

CHARLES TOWN, W.Va. - Virginia Porterfield "Jinks" Williams, 78, of Charles Town, died Tuesday, Dec. 15, 1998, at Jefferson Memorial Hospital, Ranson, W.Va.

Born Nov. 6, 1920, in Charles Town, she was the daughter of the late Philip Terrill and Mollie Moore Porterfield.

She was a 1938 graduate of St. Hilda's Hall, Charles Town. She received a bachelor of science degree in 1942 from Brenau College, Gainesville, Ga.; and a master of science degree in 1948 from Georgetown University, Washington, D.C.

She retired as a biochemist at the National Institutes of Health, Bethesda, Md. She was a school teacher in San Bernardino County, Calif., and Fairfax County, Va. school systems.

She was a member of Zion Episcopal Church.

She was a member and past president of Jefferson County Garden Club; a member and past president of Friday Book Club; a member of Millbrook Orchestra Auxiliary of Shepherdstown, W.Va.; Old Opera House Guild of Charles Town; and an associate member of Shenandoah Garden Club.

She is survived by her husband, George M. "Jerry" Williams, whom she married in 1948; two daughters, Margaret W. Crusan of Troy, Mich., and Mollie G. Eastman of Weippe, Idaho; a son, George M. Williams of Thousand Oaks, Calif.; a sister, Anne Green Saunders of Charles Town; and two brothers, Philip Terrill Porterfield Jr. and Gunnell Hurst Porterfield, both of Charles Town.

A memorial service will be Saturday at 2:30 p.m. at Zion Episcopal Church, Charles Town. The Rev. John Alfriend will officiate. Burial will be private.

The family will receive friends Friday from 7 to 9 p.m. at her home in Charles Town.

Memorial donations may be made to Zion Episcopal Church, 221 E. Washington St., Charles Town, WV 25414; or Old Charles Town Library Inc., 200 E. Washington St., Charles Town, WV 25414.

Arrangements are by Melvin T. Strider Colonial Funeral Home, Charles Town.

Jose A. DeLoa

MARTINSBURG, W.Va. - Jose Antonio "Joey" DeLoa, 16, of Martinsburg, died Friday, Dec. 11, 1998.

Born Aug. 25, 1982, in Omaha, Neb., he was the son of Kimberly Altisia DeLoa of Omaha and Jose Antonio Quinones of Martinsburg.

In addition to his parents, he is survived by his stepfather, John D. Hutton of Omaha; stepmother, Cynthia Quinones of Martinsburg; a sister, Nekael DeLoa of Omaha; a brother, Remiano DeLoa of Omaha; a stepsister, Jessica Alfonso of Martinsburg; two stepbrothers, Jason C. Danner and Marcus Alfonso, both of Martinsburg; paternal grandmother, Felicitas V. Quinones; paternal grandfather, Rudolfo Quinones; maternal grandmother, Isabelle Anaya; maternal grandfather, Joe DeLoa; paternal aunts and uncles; an aunt and an uncle, Andrea and Ramon R. Garcia, with whom he once resided.

A Mass of Christian Burial will be celebrated Saturday at 10 a.m. at St. Joseph's Catholic Church. The Rev. John V. DiBacco Jr. will be celebrant. Burial prayers will be in St. Joseph's Catholic cemetery.

The family will receive friends today from 7 to 9 p.m. at Brown Funeral Home, 327 W. King St., Martinsburg.

Alton R. Highsmith

FALLING WATERS, W.Va. - Alton Richard Highsmith, 72, of 121 Wilderness Road, died Thursday, Dec. 17, 1998, at Washington County Hospital.

Born Nov. 13, 1926, in Lakeland, Fla., he was the son of the late John Alva and Hazel Irene Jeys Highsmith.

He was employed by Review and Herald Publishing Association in Hagerstown, retiring in 1990.

He served in the U.S. Navy in the Pacific Theatre during World War II.

He was a member of Willow Brook Seventh-day Adventist Church, Boonsboro.

He was a member of AARP.

He is survived by his wife, Florence Harriet Follis Highsmith of Falling Waters; two daughters, Francie J. Freeman of Falling Waters and Rosemary Denise Left of Nashville, Tenn.; two sons, Kenneth Richard Highsmith of Falling Waters and Rodney Louis Highsmith of Banning, Calif.; and seven grandchildren.

Services will be Saturday at 3 p.m. at Willow Brook Seventh-day Adventist Church, 8916 Mapleville Road, Boonsboro. Pastor Will McCall will officiate. Burial will be in Cedar Lawn Memorial Park, Hagerstown.

Friends may call today from 7 to 9 p.m. at Osborne Funeral Home, 425 S. Conocheague St., Williamsport. The funeral home will be open today after 1 p.m.
